INTRODUCTION
The Colorado Department of Human Services/Division of Youth Corrections (DYC) operates Marvin W. Foote Youth Services Center (MWFYSC).  It is a locked detention setting for youth by law enforcement or judicial authority.  This Facility serves DYC as the central region’s assessment and diagnostic center.  Youth will be required to follow the rules and routines and to cooperate with staff to ensure that your stay here will be a positive and comfortable experience.
 
Upon admission, it is explained to you why you are here and when you can expect to go to court.  If this is still unclear, ask any staff to help you.  You will be allowed 48 hours to make two initial phone calls upon admission to notify your parents/legal guardian or attorney that you are here.  You will be supervised 24 hours a day, thereby, providing you with a safe and secure environment.
 
Marvin W. Foote Youth Services Center utilizes a program based upon principles of Normative Culture.  In Normative Culture, the individual will gain status, acceptance, higher levels, and privileges by helping others and following the norms and expectations of the facility.  Individuals will earn points through positive interactions and appropriate behaviors.  The points you earn may be used to purchase items and privileges through a commissary. 
 
Marvin W. Foote Youth Services Center adheres to the principles of Community Restorative Justice to give the youth an opportunity to heal the harm done to communities caused by crime.  Selected residents will work out in the community repairing damages at parks, preparing meals, serving the homeless, and cleaning and maintaining areas within Justice Centers or other Government buildings.
 
Residents will attend school Monday through Friday from 8:00 am to 3:00 pm.  Residents will receive educational credit for participation in the academic and vocational programs.  Those youth with pending charges will attend a school program offered by the Cherry Creek School District while those committed to the Department of Human Services will receive services through the State of Colorado Education program.
 
JUVENILE RIGHTS AND RESPONSIBILITIES
 
While you are here you have rights and responsibilities.  Become familiar with them and follow the grievance procedure if you believe your rights have been violated.  Be aware that your failure to accept responsibilities or maintain positive behavior may be a violation of the norms and can result in disciplinary action.
 
YOU HAVE THE RIGHT:
 
-To be treated respectfully, impartially, fairly, and to be addressed by name in a dignified manner
-To be informed of the rules, procedures, and schedule of the facility within 24 hours of your placement into the facility
-To never be subject to harassment, intimidation, threats, or assaults by peers or staff
-To be under the supervision of trained staff
-Not be discriminated against because of race, national origin, color, creed, sex, handicap, or political affiliation
-Not to be subjected to corporal punishment, harassment, mental or physical abuse, personal injury, disease, intimidation, property damage, threats, harm, assault, humiliation, or interference with the normal bodily functions of eating, sleeping, or bathroom functions by any person
-To be allowed to participate in religious counseling; to have access to religious publications that allow you to adhere to your religious practices, subject only to the limitations necessary to maintain order and security
-To vote if 18 years of age or older.  To register, the resident must contact the Registrar of Voters in the county where she/he resides.  If registered and in a Division of Youth Corrections’ facility on an Election Day, the resident must have requested an absentee ballot in advance in order to assure voting privileges
-To reasonable access to information available through the media and to reasonable access to the general public through the media, subject only to the limitations necessary to maintain the order and security and/or to protect any juvenile’s rights
 -To be given nutritional meals, clean bedding and clothes, daily showers, and access to toilet facilities 
 -To have access to medical and mental health personnel and treatment
-To be allowed to participate in the programs in the facility, subject to State and local laws concerning education or other relevant, governing requirements
-All juveniles shall be given full, fair and equal opportunity to participate in educational and/or vocational programs.   If the right to educational or vocational services must be denied to a juvenile for any reason, substantial evidence must be present to justify the denial of this right
-A committed resident has the right to review his/her case file while in an institution or community residential placement under the supervision of staff
-To be allowed visits with your parents/legal guardians, grandparents, lawyers, clergy…
-To be allowed to receive and send mail.  Two letters a week will be mailed for you; for all other mail you wish to send, you must provide the postage.  All mail that you receive will be opened in front of you and searched for contraband. Envelopes will be discarded
-To be allowed to call, meet with, and write your attorney on working weekdays.  Calls shall not be conducted during school.
-To be allowed access to both indoor and outdoor recreational activities and to be afforded the opportunity to shower after that activity
-To not be required to participate in uncompensated work assignments unless the work is related to facility housekeeping, maintenance of the facility, personal hygiene needs, restorative community justice programs or the work is part of an approved vocational training program
-To have access to courts and legal representation
-The freedom of expression, as long as it does not interfere with the rights of others or the safety and security of the facility
-The right to due process in disciplinary proceedings
-Male and female residents have the right to equal access to programs and services in co-correctional facilities

YOUR RESPONSIBILITES ARE:
 
To follow the rules, norms, procedures, program, directions of staff and schedule while you are here.  Residents shall treat staff members and others with respect and shall not engage in activities, which are designed to be disruptive to the living environment
 
-To never discriminate against others, to never use language or behave in a way that may imply prejudice or discrimination
-To clean and maintain your living quarters.  Residents are expected not to damage public or privately owned property located anywhere on or around the facility
-To ask for medical and dental care when you need it
-To report any infringement of your rights to staff or a supervisor immediately
-To maintain acceptable personal hygiene
-To follow the grievance procedure when making a complaint
-To obey all orders of the Court, to remain in placement and to participate fully, to the best of their ability, to achieve the goals identified in the Youth Discrete Case Plan (Committed Residents)
-To promote the physical safety, sexual integrity, and personal security of others through the use of self-discipline
-To personally refrain from and discourage others from possessing or transmitting any kind of weapons or objects which could be used as a weapon
-To personally refrain from and discourage others from possessing, using, buying, selling, or otherwise providing or having alcohol, narcotics, or other illegal drugs.  --There will be no abuse of any other substance such as intoxicants, stimulant or any other item considered contraband.
-Residents have the responsibility to practice and encourage honesty in all interactions
-To respect peers and staff by obeying staff requests and by refraining from the use of verbal abuse, ethnic slurs, slander, and/or obscene gestures
-To follow the rules, norms, procedures, program, directions of staff and schedule while you are here.  Residents shall treat staff members and others with respect and shall not engage in activities, which are designed to be disruptive to the living environment
NORMATIVE CULTURE
 
Normative Culture is the philosophy used and taught at the Marvin W. Foote Youth Services Center.  It is the operating management system for us, and we believe it to be an effective means of insuring a secure and safe environment for you.  When you follow the norms and program, you will be rewarded with the ability to purchase items and privileges through a commissary.  If you violate the norms you will face potential disciplinary action and forfeit privileges earned by peers that abide by our expectations.
 
 

FACILITY NORMS
PERSONAL APPEARANCE:
 
Dress Code:
· Pants are to be worn above the hip
· Shirts must be tucked in at all times except for recreation and work assignments
· No solid blue or red colored shoes or laces
· No boots, high-heeled shoes, or shoes with metal accessories
· Shoes and socks must be worn at all times when outside of your room
· You must be fully dressed at all times when outside your room, shorts are worn for recreation purposes only
· Appropriately sized scrubs according to waist size shall be worn.
· Clothing shall not be rolled up at any time unless approved by a supervisor
· No torn clothing shall be issued or worn
· No jewelry, ear or tongue rings are permitted within the facility
· No hands are permitted inside of your peers’ uniform
· Hair ties or rubber bands may be purchased through the commissary only
· Sweatshirts shall be worn under your green, purple or blue shirt
· White shirts and boxers are to be worn in your room at all times
